ERA BACKGROUND

The USAID Economic Resilience Activity (ERA) is designed as an adaptive and flexible mechanism that supports Ukraine’s immediate development needs and overall economic resilience. Ukraine’s efforts to win the future – emerging from Russia’s full-scale war ready to accelerate its development as a sovereign, independent, democratic, and prosperous state – require a dynamic, inclusive economic recovery.

STABILIZATION AND BUSINESS REVIVAL

ERA participates in developing a resilient, inclusive, and growth-oriented economy in severely damaged areas. ERA empowers Ukrainians to establish and develop micro, small, and medium enterprises (MSMEs) in promising economic sectors, innovate, and enter new markets in Ukraine, the European Union (EU), and other regions. ERA emphasizes the inclusion of internally displaced persons (IDPs), women, young adults, veterans, the elderly, LGBTQI+ and other vulnerable groups to ensure that these people also participate in building the region’s economic success.

Starting in 2025, ERA is reviving its interventions around Stabilization and Business Revival and re-establishing a core focus on 4 eastern oblasts (Luhansk, Donetsk, Zaporizhzhia, Kherson) and 3 adjacent oblasts (Kharkiv, Dnipropetrovsk, Mykolaiv); and, to a lesser extent, in 4 war-affected areas (Sumy, Poltava, Chernihiv, Odesa). This Stabilization and Business Revival intervention area aims to improve the economic resilience of eastern Ukraine by achieving the following goals:

  • OBJECTIVE 1: Provide assistance to stabilize the economy of Ukraine; and
  • OBJECTIVE 2: Support the sustainable development of micro, small and medium enterprises (SMEs) in Ukraine.

Consequently, the economy of eastern and frontline communities in Ukraine will be able to withstand and respond to the challenge presented by Russia’s invasion and destruction of critical infrastructure; and individuals, businesses and government partners will be able to rebuild their lives and operation in these regions, thereby improving the economic resilience of the region.

In addition to Stabilization and Business Revival in the east and frontline oblasts, ERA continues to support complementary intervention areas:

  • AGRI-UKRAINE GRAIN EXPORT LOGISTICS; USAID’s Economic Resilience Activity (ERA) is one of USAID’s core partners implementing the $350 million Agriculture Resilience Initiative – Ukraine (AGRI) that was established in 2022 to bolster Ukrainian agricultural exports and alleviate the global food security crisis exacerbated by the war. Under AGRI-Ukraine, ERA partners with public and private companies to complement and leverage urgently needed grain transportation and transshipment investments.
  • BORDER CROSSING POINTS (BCP) IMPROVEMENTS; ERA directly supports the Government of Ukraine, including the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI), the State Customs Service and Ukrainian Railways, to upgrade 42 of Ukraine’s BCPs. Modern and more efficient border infrastructure and customs procedures will reduce export costs and increase export capacity, enabling Ukraine to scale trade and advance its path to EU integration.
  • ENERGY AND EMERGENCY RESPONSE SUPPORT; As one of USAID’s most flexible activities that responds to emerging and/or emergency needs, ERA is expanding its interventions that assist Ukraine businesses, communities or individuals in the fall and winter (September 2024-December 2025). The goal is to minimize the impact on the Ukrainian people and economy given recent power deficits. This is an adaptive component and ERA may also need to respond to other emergency needs in the face of ongoing Russian aggression and attacks on Ukraine’s critical infrastructure.

JOB OVERVIEW

A Coordinator for Small and Medium Enterprises (SME) Support is responsible for facilitating the growth, sustainability, and development of SMEs by implementing programs, coordinating initiatives, and offering strategic guidance. The coordinator plays a vital role in creating an enabling environment for SMEs to thrive. The Coordinator for SME Support serves as a bridge between SMEs and resources, helping them overcome challenges, access opportunities, and contribute meaningfully to the economy. The Coordinator for Small and Medium Enterprises (SME) Support reports to the Senior Manager for SME Support and is preferably based out of ERA’s Kyiv, Odesa office.

RESPONSIBILITIES:

  • Support overall implementation of ERA interventions under SME Support in eastern and adjacent war-affected communities.
  • Coordinate tasks and processes for the Senior Manger for SME support with the operational management, including project management tools, process management, coordination across teams and subcontractors.
  • Provide quality control for the timely delivery of project deliverables, communications and routine updates.
  • Coordinate directly with stakeholders and partners to align activities and programming.
  • Organize workshops, training programs, and seminars to enhance the skills and competencies of SMEs.
  • Support SMEs to respond to ERA opportunities through engagement in ERA stakeholder platform and by sharing information on ERA grants and direct support opportunities.
  • Create platforms for SMEs to network and collaborate with potential investors, suppliers, and partners.
  • Support the team with the organization of events and forums to help SMEs access new markets and showcase their products.

QUALIFICATIONS

  • MA degree and 7 years (or a BA with 10 years) of experience in economic growth, infrastructure development, project management, international development, or a related field.
  • Experience in business development and SME operations.
  • Knowledge of funding mechanisms and financial planning.
  • Excellent communication and stakeholder engagement abilities.
  • Analytical skills for monitoring and evaluating SME performance.
  • Understanding of digital tools, market trends, and policy frameworks.
  • Experience working with USAID or other international development organizations is a plus.
  • Ability to work independently and as part of a team.
  • Fluent English and Ukrainian are required.

JOB OVERVIEW

The Specialist for Small and Medium Enterprises Support is critical in supporting the sustainable development of Ukraine’s micro, small, and medium enterprises (SMEs). This position focuses on fostering innovation, strengthening local economies, and enhancing the competitiveness of SMEs to ensure long-term growth and resilience. The SME Specialist contributes to the economic empowerment of local communities by supporting SMEs to grow, create jobs, and drive innovation. Their work ensures that Ukrainian SMEs can operate effectively and sustainably in both local and global markets, strengthening the country’s economic resilience and long-term prosperity. The Specialist for Small and Medium Enterprises Support reports to the Senior Manager for SME Support and is based in the Kyiv, Odesa office or Dnipro remotely of USAID ERA.

RESPONSIBILITIES:

SME Development and Access to Finance: 

  • Assist SMEs in identifying new market opportunities, both domestic and international.
  • Support SMEs in preparing business plans, grant applications, and proposals for funding.
  • Promote the adoption of sustainable practices in operations and supply chains.
  • Collaborate with financial institutions, investors, and donors to facilitate access to credit, grants, or equity funding for SMEs.
  • Provide SMEs with tools and strategies to improve financial management and reporting.
  • Develop and deliver tailored training programs, workshops, and mentorship opportunities to enhance SMEs’ managerial, financial, and operational capacities.
  • Provide guidance on market trends, digital transformation, and business model innovations to improve competitiveness.

Policy Advocacy and Networking: 

  • Engage with government bodies, industry associations, and international organizations to advocate for policies that support SME growth and reduce administrative barriers.
  • Build and maintain networks to connect SMEs with stakeholders, including suppliers, customers, and business support organizations.
  • Support SMEs in crisis overcoming and resilience building, adapting to challenges such as economic instability, supply chain disruptions, and geopolitical uncertainties.
  • Provide strategic advice on risk management, diversification, and contingency planning.

Monitoring and Impact Assessment: 

  • Track and evaluate the impact of programs and initiatives on SME performance and local economic development.
  • Collect and analyze data to inform decision-making and measure progress against development goals.

QUALIFICATIONS

  • Bachelor’s degree in Business Administration, Economics, Management, International Development, or a related field. A Master’s degree is preferred.
  • Minimum of 6-7 years of progressive experience in SME development, economic growth programs, or business support services.
  • Strong understanding of SME challenges and opportunities in Ukraine, including knowledge of the regulatory and economic environment.
  • Proven experience in business development, economic development, or entrepreneurship support.
  • Excellent communication, analytical, and project management skills.
  • Ability to work collaboratively with diverse stakeholders, including government officials, private sector representatives, and development organizations.
  • Knowledge of sustainable business practices and corporate social responsibility (CSR).
  • Strong analytical and problem-solving skills with the ability to design tailored solutions for SMEs.
  • Proficiency in stakeholder engagement, partnership building, and managing relationships with SMEs, government agencies, and development partners.
  • Ability to conduct capacity-building programs, workshops, and mentoring sessions for SME owners and staff.
  • Strong communication, presentation, and negotiation skills.
  • Fluency in English and Ukrainian (both written and spoken).
  • Familiarity with digital tools, data analysis, and platforms for market research and business development.

JOB OVERVIEW

The analyst for Small and Medium Enterprises (SME) Support is responsible for promoting, supporting, and facilitating the growth of small and medium-sized businesses. This position contributes to the SME Support team by providing data collection and analysis support, contributing to the design, monitoring and adaptation of ERA interventions.  The SME Development Analysis reports to the Senior Manager for SME Support.

RESPONSIBILITIES:

  • Support the Senior Manager for SME Support with the collection, analysis and presentation of data related to SME challenges and opportunities in eastner and war-affected oblasts.
  • Provide coordination support with other donor funded activitie to share information on ERA opportunities, beneficiaries and events; and gather information from other IPs to avoid duplication and promote coordination.
  • Provide analytical and organizational management support to the SME Support team and its local partner organizations; organize workshops, seminars, and training programs to enhance SMEs’ capabilities.
  • Identify barriers faced by SMEs (e.g., regulatory or financial) and propose solutions to policymakers.
  • Support the development of interventions under ERA that create a conducive environment for SMEs to regrow their businesses.
  • Facilitate networking opportunities for SMEs to connect with stakeholders, investors, and business partners.
  • Promote participation in trade fairs, exhibitions, and collaborations with larger enterprises by analyzing market opportunities, collecting information on buyers and supporting ERA partnership with business
  • Monitor the progress of SME programs and initiatives; assess the impact of support measures and prepare detailed reports for stakeholders.
  • Collect data and feedback from SMEs to evaluate the effectiveness of services provided.
  • Other tasks as directed by supervisor, COP or their designees.

QUALIFICATIONS

  • Bachelor’s degree in Business Administration, Economics, Management, International Development, or a related field. A Master’s degree is preferred.
  • Analytical skills to assess SME challenges and provide tailored solutions.
  • Familiarity with digital tools and current market trends.
  • The ability to prioritize competing tasks, set realistic deadlines, and manage time efficiently.
  • Experience working with USAID or other international development organizations is a plus.
  • Excellent communication and interpersonal skills.

JOB OVERVIEW

The Infrastructure for Economic Stabilization Specialist is responsible for designing, implementing, and managing initiatives that contribute to community stabilization and rehabilitating small-scale infrastructure. This role supports recovery efforts in conflict-affected or underserved areas, fostering resilience, improving living conditions, and promoting social cohesion through infrastructure development and community-driven projects. The specialist reports to the Senior Manager for Stabilization & SSI. This role must support a flexible and adaptive portfolio of infrastructure interventions based on the needs of USAID and ERA beneficiaries.

RESPONSIBILITIES:

  • Conduct assessments to identify infrastructure needs, prioritizing projects that promote stability and address critical gaps in services (e.g., water, sanitation, schools, roads, and health facilities).
  • Develop and prioritize infrastructure projects based on technical feasibility, cost-effectiveness, and community impact.
  • Manage procurement and logistics for materials, equipment, and services required for project implementation; develop technical inputs into procurement processes, including market research scopes and specification, competition processes and vendor management in close collaboration with the procurement team.
  • Collaborate with local authorities, community members, and stakeholders to align projects with local development plans and stabilization goals.
  • Update and manage beneficiary trackers as needed by ERA management.
  • Coordinate with contractors, engineers, and field teams to ensure timely and efficient project delivery.
  • Work closely with communities to identify priorities, foster ownership, and build trust through inclusive project planning and implementation processes.
  • Promote stabilization by addressing urgent infrastructure needs that reduce vulnerabilities and build confidence in recovery efforts.
  • Facilitate dialogue and collaboration among diverse community groups to strengthen social cohesion.
  • Establish and maintain monitoring systems to track project progress, identify challenges, and ensure accountability.
  • Support senior management team and MEL team to evaluate and analyze the impact of infrastructure projects on community stabilization and recovery.
  • Contribute to communications content and event planning; document lessons learned and best practices to improve future interventions.

QUALIFICATIONS

  • A bachelor’s degree in Civil Engineering, Infrastructure Development, Project Management, International Development, or a related field. A master’s degree is preferred.
  • Minimum of 3 years of experience in infrastructure, stabilization, or recovery projects, particularly in post-conflict or emergency settings.
  • Proven experience working with international organizations, donors, or large-scale development projects. USAID-funded projects experience is a plus.
  • Background in civil engineering, construction management, urban planning, or a related field.
  • Proven experience in designing and managing small-scale infrastructure projects.
  • Strong understanding of the principles of stabilization and community-driven development.
  • Experience working in conflict-affected or post-crisis environments is highly desirable.
  • Demonstrated ability to manage multiple projects, timelines, and budgets effectively.
  • Familiarity with procurement and logistics processes for infrastructure projects.
  • Excellent interpersonal and communication skills to engage diverse stakeholders, including community members, government officials, and donors.
  • Fluency in Ukrainian and English is required; proficiency in other local languages is a plus.

ERA BACKGROUND

The USAID Economic Resilience Activity (ERA) is designed as an adaptive and flexible mechanism that supports Ukraine’s immediate development needs and overall economic resilience. Ukraine’s efforts to win the future – emerging from Russia’s full-scale war ready to accelerate its development as a sovereign, independent, democratic, and prosperous state – require a dynamic, inclusive economic recovery.

STABILIZATION AND BUSINESS REVIVAL

ERA participates in developing a resilient, inclusive, and growth-oriented economy in severely damaged areas. ERA empowers Ukrainians to establish and develop micro, small, and medium enterprises (MSMEs) in promising economic sectors, innovate, and enter new markets in Ukraine, the European Union (EU), and other regions. ERA emphasizes the inclusion of internally displaced persons (IDPs), women, young adults, veterans, the elderly, LGBTQI+ and other vulnerable groups to ensure that these people also participate in building the region’s economic success.

Starting in 2025, ERA is reviving its interventions around Stabilization and Business Revival and re-establishing a core focus on 4 eastern oblasts (Luhansk, Donetsk, Zaporizhzhia, Kherson) and 3 adjacent oblasts (Kharkiv, Dnipropetrovsk, Mykolaiv); and, to a lesser extent, in 4 war-affected areas (Sumy, Poltava, Chernihiv, Odesa). This Stabilization and Business Revival intervention area aims to improve the economic resilience of eastern Ukraine by achieving the following goals:

  • OBJECTIVE 1: Provide assistance to stabilize the economy of Ukraine; and
  • OBJECTIVE 2: Support the sustainable development of micro, small and medium enterprises (SMEs) in Ukraine.

Consequently, the economy of eastern and frontline communities in Ukraine will be able to withstand and respond to the challenge presented by Russia’s invasion and destruction of critical infrastructure; and individuals, businesses and government partners will be able to rebuild their lives and operation in these regions, thereby improving the economic resilience of the region.

In addition to Stabilization and Business Revival in the east and frontline oblasts, ERA continues to support complementary intervention areas:

  • AGRI-UKRAINE GRAIN EXPORT LOGISTICS; USAID’s Economic Resilience Activity (ERA) is one of USAID’s core partners implementing the $350 million Agriculture Resilience Initiative – Ukraine (AGRI) that was established in 2022 to bolster Ukrainian agricultural exports and alleviate the global food security crisis exacerbated by the war. Under AGRI-Ukraine, ERA partners with public and private companies to complement and leverage urgently needed grain transportation and transshipment investments.
  • BORDER CROSSING POINTS (BCP) IMPROVEMENTS; ERA directly supports the Government of Ukraine, including the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI), the State Customs Service and Ukrainian Railways, to upgrade 42 of Ukraine’s BCPs. Modern and more efficient border infrastructure and customs procedures will reduce export costs and increase export capacity, enabling Ukraine to scale trade and advance its path to EU integration.
  • ENERGY AND EMERGENCY RESPONSE SUPPORT; As one of USAID’s most flexible activities that responds to emerging and/or emergency needs, ERA is expanding its interventions that assist Ukraine businesses, communities or individuals in the fall and winter (September 2024-December 2025). The goal is to minimize the impact on the Ukrainian people and economy given recent power deficits. This is an adaptive component and ERA may also need to respond to other emergency needs in the face of ongoing Russian aggression and attacks on Ukraine’s critical infrastructure.

JOB OVERVIEW

An Officer for Stabilization and Small-Scale Infrastructure will support the coordination and implementation of interventions under the Stabilization and Small-scale Infrastructure team under the supervision of a Senior Coordinator. The Officer supports the development of project documents, maintaining of management tools and supports data entry and communications.

RESPONSIBILITIES:

  • Operational support with all aspects of work plan implementation under ERA interventions under Objective 1.
  • Development and updating of project management databases and tools; contributing to data analysis and routine project updates for USAID and senior management.
  • Communications support with DAI partners and subcontractors.
  • Meeting organization and note taking.
  • Tracking procurement and grant tasks; contributing to the development of technical inputs into procurement, market research and evaluation of bidders.
  • Contributions to monitoring and evaluation activities.
  • Other tasks as assigned by supervisor, COP or their designee.

QUALIFICATIONS

  • A Bachelor’s degree in economics, project management, international development, or a related field.
  • Experience in working with post-crisis stabilization programs.
  • Knowledge of conflict sensitivity, humanitarian principles, and sustainable development.
  • Analytical, communication, and reporting skills; strong excel skill are preferred.
  • Experience working with USAID or other international development organizations is a plus.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Fluent English and Ukrainian are required.

JOB OVERVIEW

A Senior Coordinator for stabilization and Small-Scale Infrastructure is responsible for overseeing projects that aim to stabilize fragile or post-crisis regions and develop essential infrastructure to restore basic services and foster community resilience. The Senior Coordinator for stabilization and Small-Scale Infrastructure plays a vital role in restoring basic services, fostering stability, and building community resilience in vulnerable regions. The Senior Coordinator for stabilization and Small-Scale Infrastructure reports to the Senior Manager for Stabilization & SSI and is based in the Kyiv, Odesa office or Dnipro remotely of USAID ERA.

RESPONSIBILITIES:

Project Planning and Implementation

  • Design and implement stabilization programs and small-scale infrastructure projects, focusing on post-crisis recovery and community needs.
  • Supervise Coordinator, and others based on program needs. May also serve in back-stopping role for Senior Manager as needed.
  • Support Senior Manager with the operational aspects of interventions under Stabilization and SSI team, including planning, execution, monitoring, and closing activities.
  • Track the allocation and management of project resources, finances, and equipment.
  • Act as a primary point of contact for project stakeholders, including government agencies, community organizations, other Ips and donors; facilitate communication and collaboration among stakeholders to ensure alignment with project goals.
  • Control organization of public events, reports, and other communication efforts to raise awareness of critical infrastructure needs.
  • Contribute to the development of project plans, budgets, and timelines to ensure successful delivery of infrastructure initiatives.
  • Coordinate with local authorities to align goals and share resources.
  • Facilitate meetings and workshops to build trust and identify community priorities.
  • Track project implementation using monitoring and evaluation (M&E) frameworks to assess effectiveness and impact.
  • Maintain tools that collect and analyze data to measure project outcomes and community improvements.
  • Prepare detailed reports for donors, senior management, and stakeholders on progress, challenges, and successes.

QUALIFICATIONS

  • MA degree and 9 years (or a BA with 12 years) of experience in economic growth, infrastructure development, project management, international development, or a related field.
  • Demonstrated experience in progressively senior  project coordination or management roles on completed donor projects, or similar.
  • Technical knowledge of infrastructure development and stabilization processes.
  • Experience working in fragile or conflict-affected environments.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Ability to assess risks and apply conflict-sensitive approaches.
  • Proficiency in monitoring, evaluation, and reporting tools; strong Microsoft Excel skills.
  • Experience working with USAID or other international development organizations is a plus.
  • Ability to work independently and as part of a team.
  • Fluent English and Ukrainian are required.
