BCP Renovation and Reconstruction

USAID Economic Resilience Activity (ERA) work on Border Crossing Points (BCPs)

Between 2023-2026, USAID is dedicating $115 million to support the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI), Ukrainian Railways (UZ), and State Customs Services, to upgrade border crossing points (BCPs) to improve grain trade and export volumes, transportation routes, and passenger traffic. Improvements to the nine priority BCPs will increase cargo truck traffic by 1,700 trucks/day, equivalent to an estimated 2.5 million MT per annum of grain cargo, by the end of the activity. To date, four BCPs (Yahodyn, Porubne, Uzhhorod, and Luzhanka) have received rapid upgrades and equipment worth $2.5 million. Near-term and long-term improvements are also underway at all priority BCPs. This work is undertaken by USAID’s Economic Resilience Activity (ERA) in close coordination with SARDI, UZ, Customs Service, the World Bank, and the European Union’s Connecting Europe Facility (CEF).

Six road and three rail BCPs have been identified for priority assistance. USAID will provide:  

  • Feasibility studies
  • Architecture and Engineering (A&E) designs 
  • Quick response procurements and upgrades 
  • Construction services for cargo and passenger terminals 
  • ~$30 million in cargo equipment  
GROUP 1: 2 FIRST PRIORITY ROAD BCPs 

Porubne/Siret, (Romania):

  • Short-term work completed by June 2024. Install 2 prefabricated sanitary units and traffic signs and barriers, and undertake pavement marking and miscellaneous repairs. Procure 4 sets of mobile scales, 1 mobile scanner, and 2 handheld backscatter scanners

Yahodyn/Dorohusk, (Poland):

  • Short-term work completed by June 2024. Install 10 prefabricated structures, modular offices, sanitary units, traffic signs, and LED lighting, and undertake pavement and drainage improvements, and other civil work. Procure 2 sets of mobile scales and 2 handheld backscatter scanners.
  • Major work: December 2024 – June 2025. Complete feasibility study, design, and construction of a new cargo terminal. Design and install a traffic management system as a pilot. CEF to design and build the bridge and a parking lot.
GROUP 2: 2 HIGH PRIORITY ROAD BCPs

Uzhhorod/Vyšné Nemecké (Slovakia):

  • Short-term work completed by April 2024. Install 10 prefabricated structures, modular offices, and sanitary units; complete pavement repair, painting, installation of traffic signs, and lighting improvements; provide 2 1-ton scales. Procure 2 sets of mobile scales and 2 handheld backscatter scanners.
  • Major work: March – December 2024. Complete the passenger terminal renovation to free up dedicated cargo throughput; add scanners, traffic control, and utilities. Procure a mobile scanner.

 Luzhanka/Beregsurány (Hungary):

  • Short-term work completed by June 2024. Install 11 prefabricated structures, modular offices, and sanitary units, and improve pavement, traffic signs, and lighting. Procure a 1-ton scale, 2 sets of mobile scales, and 2 handheld backscatter scanners.
  • Major work: March 2024 – January 2025. Major work to be confirmed by SARDI; possible completion of unfinished administrative building (CEF funding for cargo terminal work).
GROUP 3:  2 HIGH PRIORITY ROAD BCPs 

Diakivtsi/ Racovăţ (Romania):

  • Short-term work completed by March 2024. Procure 2 sets of mobile scales and 1 handheld backscatter scanner. 
  • Major work by January 2025. Design and construct the second phase expansion of both BCPs to allow cargo traffic. Procure mobile scanners for Diakivtsi.

Krasnoilsk/ Vicovu de Sus (Romania):

  • Short-term work completed by March 2024. Procure 2 sets of mobile scales and 1 handheld backscatter scanner.
  • Major work by January 2025. Design and construct the second phase expansion of both BCPs to allow cargo traffic.
GROUP 4:  3 PRIORITY RAIL BCPs 

Mostyska/ Medyka (Poland):

  • Short-term work completed by April 2024. Procure bogie exchange lifts, electric motors for gantry cranes, gantry crane lifting attachments for various cargo, static scales, weight in motion system, ICT equipment, and a 50 kW Diesel Generator.
  • Major work: Design and construction of Joint Container Inspection Zone at Mostyska.

Chop/Záhony (Hungary):

  • Short-term work completed by April 2024. Procure bogie exchange lifts, electric motors for gantry cranes, gantry crane lifting attachments for various cargo, static scales, weight in motion system, ICT equipment, and a 50 kW Diesel Generator.
  • Major work: May 2024 – August 2026. 2 Joint Wagons Inspection Zones and overhaul of 2 buildings at Chop to accommodate State Customs and Border Guard at Chop. Provide rail X-ray Scanner. 

Vadul-Siret/ Vicșani (Romania):

  • Short-term work completed by April 2024. Procure bogie exchange lifts, electric motors for gantry cranes, gantry crane lifting attachments for various cargo, static scales, weight in motion system, ICT equipment, and a 50 kW Diesel Generator.
  • 1 major work: May 2024 – August 2026. 1 Joint Inspection Zone at Vadul-Siret. Provide rail X-ray Scanner. 

In addition to the nine priority BCPs above, starting in January 2024, USAID will also provide assistance to up to 33 additional BCPs that require basic upgrades and assistance, mainly focused on standardization and efficiency.  

  • 33 basic upgrades and improvements 
  • 12 A&E designs 
  • 2 construction projects focused on cargo terminals. 
  • ~$3 million for additional basic equipment
