Russia’s attacks on Ukraine’s energy infrastructure have had devastating effects across the country, causing widespread disruptions in energy operations that result in negative economic impacts, exacerbate challenges faced by vulnerable and displaced populations, and create complications in the government’s ability to provide critical services. The USAID Economic Resilience Activity (ERA) provides energy solutions to communities, businesses, and government partners to ensure continued operations and service delivery, mitigate negative economic impacts, and support Ukraine’s flow of exports that generate critical revenue.
Key Objectives and Activities
ERA rapidly responds to USAID’s Agriculture Resilience Initiative (AGRI) and Border Crossing Point (BCP) partner needs to help them continue operations in the face of uncertainty. ERA’s emergency energy response helps maintain essential services for communities across Ukraine, reducing circumstances that could lead to further migration out of Ukraine or prevent the return of Ukrainians who have taken refuge abroad.
ERA’s EER component will:
Strengthen Ukraine’s Energy Resilience:
- Provide backup energy resources and autonomous power stations through procurement of power equipment, including but not limited to diesel and gas generators, battery energy storage systems, and co-generation units.
- Support decentralized and alternative energy solutions in communities most impacted by Russia’s attacks, protect critical food security and grain exports, and ensure continued export-oriented border crossing procedures.
Key Beneficiaries
ERA will supply equipment to ensure the energy security of:
- More than 20 private agricultural companies
- 3 government partners under AGRI
- 42 BCPs and related BCP administrative buildings
- More than 22 communities across Ukraine
BCP Partners:
- The State Agency for Reconstruction and Development
- The State Customs Service of Ukraine
- Ukrainian Railways
AGRI Partners:
- Agricultural processors and exporters
- Businesses involved in sustainable agricultural supply chain development
- Export infrastructure and logistics companies, including the Ukrainian Sea
Port Authority
Target Communities:
- Communities in Lviv, Kharkiv, Mykolaiv, and Odesa Oblasts (in partnership with USAID’s Governance and Local Accountability Activity, HOVERLA);
- Dnipropetrovsk, Donetsk, Luhansk, and Zaporizhzhia Oblasts (in partnership with USAID’s Democratic Governance East Activity (USAID DG East).
The equipment provided will support the continued function of critical public services and food security.
