AGRI Transshipment and Logistics Specialist

Since 2018, USAID Economic Resilience Activity (ERA) has focused its activities on eastern Ukraine. In 2022, it expanded its geography of cooperation to other regions due to Russia’s full-scale invasion and occupation of part of Ukraine. In 2023, given the military and political circumstances and challenges, the U.S. Agency for International Development (USAID) changed ERA’s priorities.
ERA is one of the implementers of the U.S. Government’s Interagency Agriculture Resilience Initiative – Ukraine (AGRI – Ukraine), which aims to support Ukrainian agricultural production and exports and help address the global food crisis exacerbated by Russia’s brutal war against Ukraine. USAID supports the Government of Ukraine, including working with state- and privately owned companies, namely the State Agency for Restoration and Development of Infrastructure of Ukraine (SARDI), the State Customs Service, the State Border Guard Service through ERA, to modernize border crossing points (BCPs) to improve grain trade and exports, and perceptions of Ukraine. ERA is also implementing the Economic Stability and Recovery Initiative (ESRI), which focuses on job retention and creation and assists small and medium-sized enterprises.
USAID ERA prioritizes work on AGRI and rehabilitating EU-facing border crossing points. The AGRI component is extending its technical assistance to Ukrainian Agri-traders and logistics companies supporting them in increasing the capacity and potential of grain export logistics. The BCP component includes complex construction management and procurement of equipment and services for BCPs to become more efficient in processing bulk cargoes and other commodities through the border.

About the job

The main objective of the role is to advise ERA in advancing the exports of Ukrainian Agricultural commodities, including grain crops, under the AGRI Initiative. The AGRI Transshipment and Logistics Specialist will address the ERA’s AGRI objectives in Ukraine related to improving the efficient and cost-effective export logistics of Ukrainian agricultural products in existing, new, and expanding markets.

The AGRI Transshipment and Logistics Specialist is expected to be versatile and multitask on various Requests for Proposals (RFPs) simultaneously, be a self-starter, and have a broad and thorough understanding of the agricultural export market from Ukraine, to understand the specifics of working with state and private sector companies, has previous successful relationship management experience, to have a broad technical expertise of AGRI-related equipment, transport solutions (road, railway, sea/river) aiming together with a foundation of the required technical engineering solutions needed to deliver increases in physical export capacity. The AGRI Transshipment and Logistics Specialist will report to AGRI Director and be based in Kyiv or Odesa.

RESPONSIBILITIES:

  • In close coordination with other team members, provide technical know-how and develop specifications and RFPs for export logistics solutions developed, requested, and suggested by the donor and beneficiaries.
  • Identify, negotiate, evaluate and recommend opportunities for larger activations and partnerships that reach across multiple channels, to secure standout presence and reach excellent press coverage, for integration into the plan.
  • Assess the potential to expand the export channels where required for key agricultural commodities in new or existing target geographies/markets;
  • Work closely with target beneficiaries both – private and state owned to develop solutions that can be executed in a timely and efficient manner and conform to pre-defined metrics for cost-value and incremental tonnage increases;
  • Facilitate and ensure efficiency of multiple procurements for transshipment equipment and export logistics solutions;
  • Initiate organizing events and meetings which advance collaborative approaches towards improving export cargo efficiency, and creating cross-border supply chain harmonization.
  • Work closely with the Procurement Team and Comms Team to ensure thorough due diligence, justification analysis, required document gathering, and technical verification is applied diligently and expeditiously to all RFPs.

    About you

  • BA or Specialist degree or equivalent in Logistics, Management, or Economics.
  • 3-5 years of experience in the agricultural export logistics sector and/or sea/river/rail/road transport entreprises or related ministeries/agencies;
  • Technical knowledge of agricultural supply chain and export;
  • Broad understanding of agricultural equipment for export logistics;
  • Must have English and Ukrainian language proficiency, verbal and written.
  • Demonstrated excellent interpersonal, managerial, organizational, and detail-orientation skills.
  • Ability to work on own initiative/proactive attitude and have strong skills in teamwork.
  • Ability to respond effectively to time-sensitive demands and inquiries.
  • Proficiency in using Microsoft Office suite and other relevant software.
  • Experience in work in international NGOs and donor-funded projects would be preferable.

About the job

The Port Logistics Specialist at the USAID Economic Resilience Activity will be responsible for improving the technical capacity of Ukrainian sea and river ports and increasing the throughput capacity of AGRI products in these sea and river ports. The ideal candidate will have experience in analyzing the grain, oilseeds, and other AGRI commodities port transshipment market in Ukraine, assessing the development of grain terminals, and forecasting potential cargo bases. The Port Logistics Specialist reports to the AGRI Director and is based in the Odesa or Kyiv office of USAID ERA.

RESPONSIBILITIES:

  • Analyze the grain, oilseeds, and other AGRI commodities port transshipment market in Ukraine.
  • Assess the development of grain terminals and provide technical opinions regarding the upgrade needs.
  • Assess any need for transshipment port equipment in coordination with sea and river port management and key stakeholders.
  • Analyze and provide detailed information on Ukrainian sea and river ports railway stations and road points and/or BCP’s real traffic capacities.
  • Forecast cargo flow through Ukrainian ports and transshipment capacities utilization and its surrounding infrastructure.
  • Communicate effectively with government and port authorities and have knowledge of relevant representatives.
  • Join and closely follow the efforts of the AGRI team in promoting, reconstructing, and repairing various agricultural commodities export facilities.
    Reporting:
  • Prepare accurate and timely field reports and other documentation as required.
  • Monitor and report on the progress of Ukrainian ports’ development in terms of expanding and improving the export of AGRI commodities.
  • Support the MEL with deliverables related to the logistics of sea and river ports.

About you

  • Bachelor’s degree in Logistics, Supply Chain Management, or a related field.
  • At least 8 years of experience in logistics, supply chain management, and sea and river port operations.
  • Strong knowledge of the AGRI commodity export industry, including logistics and supply chain management.
  • The ability to prioritize competing tasks, set realistic deadlines, and manage time efficiently.
  • Experience working with USAID or other international development organizations is a plus.
  • Excellent communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Fluent English and Ukrainian are required.

How to get your first job in agriculture – the story of student Oleksandr Sribranets

Getting a first job is a victory for a young person. After all, employers usually ask about professional experience, which often is a challenge for a student to have . ”Nonetheless, it’s worth looking for a job and putting yourself out there”, says student Oleksandr Sribranets. With this goal, he turned to the AgrokebetyPRO project platform for opportunities  in finding a job. And he did indeed succeed, as he got his first job at one of the largest agricultural companies in Ukraine. Read the story below.

Oleksandr Sribranets is a third-year student at Sumy National Agrarian University, majoring in Agronomy. Oleksandr decided to look for a job or undertake an internship to gain experience in production. He saw vacancies from the AgrokebetyPRO project on social media.

“I had never seen anything like this before, so this page caught my attention. It turned out that the “Employment” program was being implemented. At the time, I was already trying to find a job and, of course, looking for opportunities. I successfully passed an interview for the position of assistant agronomist at one of the largest agricultural companies in Ukraine – IMC, in particular, at the private agricultural enterprise Slobozhanshchyna Agro. I can confidently say that this experience opened my eyes to all the nuances of an agronomist’s work,” the student says.

While working as an agronomist assistant, Oleksandr learned a lot from people with experience in this field.

“I began to understand various medicines and plant protection products. I also learned how to set up combine harvesters and seeders, and I understood how to comply with regulations during fieldwork using real-life examples. This is the necessary practical experience that you can read about many times, but never apply.”

He has no regrets about combining work and study, as it is a great opportunity to gain professional experience and understand whether this is the business you want to pursue.

“An agronomist’s job is to work in the field, and it won’t wait. So, the main problem is time. I want to develop but don’t intend to sacrifice my studies either. So, I plan to arrange an individual study schedule.”

Oleksandr advises anyone ready to combine study and work to be prepared for intensive study, both at university and at work, as this is a lifelong process. Another critical point is to communicate well with many different people:

“The human factor in the work of an agronomist is quite significant, so openness, developed emotional intelligence, and a positive attitude are important in this business. I advise every student looking for a job to pay attention to this. You shouldn’t be afraid of the new and unknown, so go for it and discover new horizons.”

The Risk and Compliance Officer is integral to the Finance and Operational Team. They will ensure the project strictly follows USAID regulations, guidelines, and organizational policies. This role is pivotal in managing and mitigating financial and operational risks while safeguarding the organization’s compliance with all relevant standards and requirements. The Risk and Compliance Officer can be in Kyiv or Lviv and reports to the Senior Finance and Compliance Manager.

RESPONSIBILITIES:

The Financial Analysis Manager will serve as a critical member of the finance team at USAID ERA, responsible for overseeing financial analysis, budgeting, and reporting activities in alignment with USAID regulations and guidelines. They direct and plan the preparation of reports that summarize and forecast activities and financial positions in expenses based on past, present, and expected operations. This role will ensure efficient resource allocation, burn rate calculation, financial transparency, and compliance for projects and programs. About the job

The accountant will be pivotal in supporting financial management and compliance within the USAID ERA project. This position will maintain accurate financial records, prepare financial reports, and ensure adherence to USAID regulations and guidelines. The accountant will collaborate with the finance team to allocate and utilize resources for various projects and programs. The accountant is based in Kyiv, Lviv, or Odesa and reports to the Finance Manager /Senior Finance and Compliance Manager.

RESPONSIBILITIES:

  • Ensures that accounting policies and practices are carried out in accordance with GAAP standards and local accounting standards; project internal controls are established and implemented by DAI policies, USAID rules/regulations, and the contract terms.
  • Monitors and reports on partner/vendor payment schedules and obligations.
  • Assists in preparing information for any contractual financial reporting requirements (if applicable);
  • Conducts daily reviews of backup documentation to ensure completeness, accuracy, and full compliance with DAI’s regulations.
  • Initiates wire requests for field project implementation.
  • Verifies vendor invoices for accuracy.
  • Verifies the accuracy of expenses and project accounting codes.
  • Audits travel requests and expense reports for accuracy and compliance.
  • Prepares and submits monthly financial reports for review to the Finance Manager and Senior Finance and Compliance Manager.
  • Responsible for recording and assigning costs based on approved budget in the field accounting system (vFER);
  • Uses field accounting system (vFER), cloud software for backup documentation, and DAI’s operations system (TAMIS), etc., regularly.
  • Supports preparation of internal and external audits.
  • Analyzes and reconciles project inventory regularly, ensuring that the value/purchase price of project assets reflected in the inventory register agrees with the total shown in the cumulative non-expendable account balanc
  • Ensures accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments.
  • Performs monthly bank reconciliations and routinely monitors bank account balances.
  • Compiles backup documentation for all project-related transactions and ensures completeness and appropriate review and approvals are documented; scans and uploads the backup documents in DAI archiving systems.
  • Maintains files on grant/ procurement/subcontractor documents and modifications as applicable.
  • Responsible for maintaining file management systems for soft and hard copy documentation.
  • Ensures taxes are paid, tracked, recorded, and reported to Ukraine tax authorities and USAID.

About you

  • A. Degree in Accounting, Finance, Business Administration, or equivalent.
  • 4+ years of relevant experience and progressive responsibility in finance and accounting, office administration, and project operations at the mid-level of an organization
  • Experience with enterprise accounting software and Microsoft Office suite
  • Demonstrated knowledge of internal controls and audit processes (e.g., procurement, local subcontract agreements, etc.)
  • Demonstrated report writing skills in English is required.
