The USAID Economic Resilience Activity (ERA) is one of USAID’s core partners implementing the $350 million Agriculture Resilience Initiative – Ukraine (AGRI-Ukraine) that was established in 2022 to bolster Ukrainian agricultural exports and alleviate the global food security crisis exacerbated by Russia’s full-scale invasion of Ukraine. ERA is strengthening Ukraine’s immediate agricultural export resilience to support Ukrainian farmers, strengthening Ukraine’s economic recovery with over $37 million worth of equipment invested, and reducing global food insecurity by moving over 4,510,000 tons of grain per annum with USAID-provided equipment.
ERA partners with public and private companies to leverage urgently-needed grain transportation and transshipment investments. ERA collaborates with 50 AGRI partners including 38 private businesses, Ukrainian Sea Ports Authority (USPA), Reni Port, and 10 Phytosanitary Labs under the State Service for Food Safety and Consumer Protection.
ERA’s Focus Areas for Strengthening Ukraine’s Grain Export Logistics:
Sea and River Port Transshipment: (1) procure grain loading equipment, (2) procure power generation related equipment, and (3) procure pilot boats to strengthen export capacity at Ukrainian ports.
Road Transshipment and Logistics: (1) procure specialized grain trailers (2) procure loading and unloading transshipment equipment to make future road shipments a more efficient alternative if Black Sea ports remain closed due to Russia’s full-scale war against Ukraine .
Rail Transshipment and Logistics: procure loading transshipment equipment to strengthen rail transport routes for Ukrainian producers through modernized equipment and handling practices, while enhancing western border crossing points.
Export Capacity Enhancement: support the rollout of trade-related knowledge, improve operations, help exporters meet buyer standards, and enhance sales, marketing, and business development competencies.
