In 2022, it expanded its geography of cooperation to other regions due to Russia’s full-scale invasion and occupation of part of Ukraine. ERA is also implementing the Economic Stability and Recovery Initiative (ESRI), which focuses on job retention and creation and assists small and medium-sized enterprises.

USAID ERA prioritizes work on AGRI and rehabilitating EU-facing border crossing points (BCPs). The AGRI component is extending its technical assistance to Ukrainian Agri-traders and logistics companies supporting them in increasing capacity and potential of grain export logistics. The BCP component includes complex construction management and procurement of equipment and service for BCPs to become more efficient in processing big cargos of grain and other commodities through the border.

About the job

The Finance Officer will be pivotal in supporting financial management and compliance within the USAID ERA project. This position will maintain accurate financial records, prepare financial reports, and ensure adherence to USAID regulations and guidelines. The Finance Officer will collaborate with the finance team to allocate and utilize resources for various projects and programs. The Finance Officer is based in Kyiv or Lviv and reports to the Finance Manager /Senior Finance and Compliance Manager.

RESPONSIBILITIES:

  • Ensures that accounting policies and practices are carried out in accordance with GAAP standards and local accounting standards; project internal controls are established and implemented by DAI policies, USAID rules/regulations, and the contract terms.
  • Monitors and reports on partner/vendor payment schedules and obligations.
  • Assists in preparing information for any contractual financial reporting requirements (if applicable);
  • Conducts daily reviews of backup documentation to ensure completeness, accuracy, and full compliance with DAI’s regulations.
  • Initiates wire requests for field project implementation.
  • Verifies vendor invoices for accuracy.
  • Verifies the accuracy of expenses and project accounting codes.
  • Audits travel requests and expense reports for accuracy and compliance.
  • Prepares and submits monthly financial reports for review to the Finance Manager and Senior Finance and Compliance Manager.
  • Responsible for recording and assigning costs based on approved budget in the field accounting system (vFER);
  • Uses field accounting system (vFER), cloud software for backup documentation, and DAI’s operations system (TAMIS), etc., regularly.
  • Supports preparation of internal and external audits.
  • Analyzes and reconciles project inventory regularly, ensuring that the value/purchase price of project assets reflected in the inventory register agrees with the total shown in the cumulative non-expendable account balanc
  • Ensures accurate and timely processing of invoices, advances and reimbursements, checks, and wire transfer payments.
  • Performs monthly bank reconciliations and routinely monitors bank account balances.
  • Compiles backup documentation for all project-related transactions and ensures completeness and appropriate review and approvals are documented; scans and uploads the backup documents in DAI archiving systems.
  • Maintains files on grant/ procurement/subcontractor documents and modifications as applicable.
  • Responsible for maintaining file management systems for soft and hard copy documentation.
  • Ensures taxes are paid, tracked, recorded, and reported to Ukraine tax authorities and USAID.

About you

  • A. Degree in Accounting, Finance, Business Administration, or equivalent.
  • 4+ years of relevant experience and progressive responsibility in finance and accounting, office administration, and project operations at the mid-level of an organization
  • Experience with enterprise accounting software and Microsoft Office suite
  • Demonstrated knowledge of internal controls and audit processes (e.g., procurement, local subcontract agreements, etc.)
  • Demonstrated report writing skills in English is required.

How to promote a company, find new partners, and develop export activities A brochure for relocated Enterprises was drafted

Since December 2022, the experts of NGO “Podillia Agency for Regional Development” with the support of USAID Economic Resilience Activity, have been implementing the project “Bridges of Economic Development. This project provides consultations to micro-, small, and medium-sized business entities relocated to Vinnytsia, Rivne, Ternopil, Khmenlyntskyi, and Cherkasy oblasts from regions heavily affected by warfare, namely from Donetsk, Zaporizhzhia, Luhansk, Kherson, Kharkiv, and Mykolaiv oblasts.

Relocated companies and entrepreneurs face a lot of challenges during and after the relocation process, so they require expert assistance in order to restart activities. Rebuilding lost supply chains is one of the most common problems for relocated companies, as well as development of business strategy and preparing documents for entering EU markets. Moreover, there are self-employed internally displaced persons, who also require consultation, support, and help. Thus, consulting services are in high demand.

Within the framework of the project, a call-center was created for consulting entrepreneurs and dealing with their inquiries. The call-center has received 305 calls from entrepreneurs and self-employed persons. The experts answered all calls and provided all the requested information.

To provide high quality consultations, the call-center recruited experts specialized in the following:

  • Legal aid and accountancy;
  • Restoration and expansion of sales and supply chains, national and international marketplaces;
  • Consultation on fundraising and grant management;
  • Personnel management and recruitment;
  • Search and selection of venues for events;
  • Advertisement, marketing, SMM.

Most of the inquiries concerned consultations on fundraising opportunities, advertisement, marketing SMM, restoration and expansion of sales and supply chains, market survey, search and selection of venues for events.

The project included training sessions “Quick start” dedicated to business management, new supply chains, and new integration approaches. 94 entrepreneurs attended these sessions. Also, a voucher program “Relocation: new opportunities” was launched for relocated business entities. This program includes consultation on certification, branding, market research and marketing development. Moreover, within the framework of this project the NGO representatives assist relocated Ukrainian entrepreneurs in arranging communication with European companies and business associations, and forest their cooperation via “business to business” meetings.

About the job

The Road Resurfacing and Maintenance Engineer is responsible for generally supporting the BCP Infrastructure Team in the sector of road construction and maintenance, as well as cooperating with the Procurement and M&E Teams to ensure the performance of program-level road resurfacing projects. The Road Resurfacing and Maintenance Engineer is expected to coordinate the work of subcontractors, oversee construction supplies cost estimates, and conduct periodic site visits. Finally, s/he will work closely with the Senior Manager for BCP Infrastructure, supporting them in all construction-related matters on a day-to-day basis. The Road Resurfacing and Maintenance Engineer can be located in Lviv or Kyiv and reports to the Senior Manager for BCP Infrastructure.

RESPONSIBILITIES:

Road Resurfacing Engineer Tasks:

  • Review, verify, and prepare program-level road construction schedules;
  • Supervision of construction subcontractors and site supervision subcontractors for compliance with subcontract requirements;
  • Conduct site visits and supervise site visit meetings;
  • Monitor road resurfacing progress and support road resurfacing schedule updates as necessary;
  • Periodic site visits to verify quality control processes and results at road resurfacing sites;
  • General support for ERA’s BCP-related tasks;
  • Other duties as assigned by the BCP Director and Senior Manager for BCP Infrastructure;
  • Prepare accurate and timely reports and other project documentation as required; maintain project files;
  • Keep respective activity records in the DAI corporate system (TAMIS);
  • Generate progress reports and other project information as required;
  • Oversee the monthly, weekly, and daily reporting of subcontractors and direct improvements as required by the BCP Director and Senior Manager for BCP Infrastructure as related to cost, schedule, and other contract requirements;
  • Support data collection during the implementation of the technical tasks;
  • Monitor the implementation of activities according to the ERA M&E plan;
  • Provide information and data to the M&E team in a required format.

Procurement: in coordination with the Procurement Team:

  • Prepare and review cost estimates for design, road resurfacing, and maintenance;
  • Prepare and review Bills of Quantity and other design documentation for accurate processes that deliver requisitions in a timely way.

About you

  • MA/BA in Road Construction, Civil Engineering, Infrastructure Engineering, or a related field.
  • Professional experience with design review, construction supervision, and compliance verification experience for road resurfacing and maintenance.
  • Professional experience in preparing technical requirements and specifications for road resurfacing and maintenance.
  • A minimum of ten years of general engineering and construction professional experience is required, with at least five years of specific experience in road construction and technical supervision in road resurfacing.
  • Technical supervision certification is an advantage.
  • Fluent English and Ukrainian is required.
  • Experience with international donor-funded projects is preferred.

About the job

The Environmental Officer is a key member of the AGRI-Ukraine initiative team and plays a pivotal role in assuring adherence to environmental policies and regulations, environmental controls, and reporting systems. The Environmental Officer will invest in providing environmental analysis support to the technical team and ensure preparation of environmental assessments for project activities and interventions. The Environmental Officer supports field examinations, reports on environmentally hazardous locations and materials, and maintains environmental documentation related to Agricultural projects. The Environmental Officer works in close coordination with the Big Infrastructure Lead to ensure environmental assessment for AGRI-related interventions. The Environmental Officer will report to AGRI Director and be based in Lviv.

Responsibilities and Duties:

Environmental Assessment for AGRI-Ukraine activities:

  • Coordinate and review testing and analysis of potential environmental hazards;
  • Support the AGRI-Ukraine program, ensuring environmental compliance of activities and interventions;
  • Monitor project environmental impact and report on compliance with USAID environmental policy;
  • Oversee and monitor field implementation of environmental mitigation measures;
  • Ensure submission of required internal environmental documentation related to AGRI-Ukraine projects to the DAI ‘s experts based in head quarter and coordinate with them further documentation preparation process;
  • As required, coordinate environmental training and technical assistance;
  • Undertake additional actions required by the Deputy Chief of Party to ensure compliance with USAID and Ukraine environmental regulations policies;
  • Perform other tasking as directed by the ERA senior management;
  • Participate in evaluation of environmental risks of proposals submitted by subcontractors, grantees, or beneficiaries in line with their reliability and ability to achieve the goals with focus on safely export of Ukraine’s agricultural products; The Black Sea ports are the most commercially viable to ensure that Ukraine’s agricultural products can be cost-effectively transported to food insecure countries around the world;
  • In coordination with Big Infrastructure Lead, work to ensure that AGRI-Ukraine activities are aligned with the USAID ERA’s environmental compliance standards;
  • Conduct site visits to assess subcontractors, grantees, or beneficiaries’ environmental compliance, provide guidance on environmental hazards mitigation;

Communication:

  • In close collaboration with the Director for Communication and Change Management, represent ERA in a professional manner to the key audiences;
  • Proactively engage with target communities to identify opportunities to promote environmental attentiveness of the local communities.

Monitoring & Evaluation:

  • Manage activities to implement workplan at improving ERA’s indicator for environmental compliance;
  • Coordinate with MEL team regular data collection, its progress, relying on innovative data gathering methods when appropriate;
  • Capture the output and outcome level data, document and report the results in timely manner.

Reporting:

  • Compile the Environmental Compliance reports for the ERA management on a regular basis;
  • Oversee Environmental Compliance of the awards through the review of reports, correspondence, site visits, etc;
  • Prepare accurate and timely progress reports on a quarterly basis and contribute to preparation of annual reports;
  • Perform other duties as assigned by the DCOP and COP.

About the job

The Senior Manager for Border Crossing Points (BCP) Upgrades at the USAID Economic Resilience Activity will supervise a team of technical experts to improve infrastructure on existing border crossing points. The ideal candidate will have strong supervisory skills, technical knowledge in border crossing points on sea, air, road, or rail transportation routes and understand the infrastructure repair process/construction industry. The Senior Manager for BCP Upgrades oversees the Operations Expert, Equipment Manager for Road, Equipment Manager for Rail, and Quality Assurance Specialist, and s/he reports to the BCP Director and is based in the Odesa or Kyiv office of USAID ERA.

RESPONSIBILITIES:

  • Prioritize the strategic technical direction for border crossing checkpoint upgrades as it relates to USAID and ERA’s strategy;
  • Oversee all upgrades to the BCPs, including air, sea, road, and rail checkpoints;
  • Forecast the flow of goods and services through Ukrainian BCPs and their capacities utilization;
  • Establish and maintain good relationships within the transportation industry and well as with BCP authorities. Must have knowledge of relevant representatives;
  • Assess and understand the construction and renovation process for various transport industries;
  • Ensure health, environment, and safety plans and measures are in place for all upgrade plans;
  • Coordinate with the procurement team and serve as a member of the Technical Evaluation Committee to ensure the soundness of concepts and quotations related to reconstruction works and BCPs;
  • Coordinate and monitor the delivery of small-scale reconstruction (repair, refurbishment, finishing works) to damaged public buildings and facilities to restore their services;
  • Strengthen the technical capacity of engineers in contracts administration, infrastructure maintenance, and quality control to facilitate service delivery improvements across ERA municipalities;
  • As needed, support the procurement and grants teams to procure necessary materials and equipment to repair and equip BCPs and facilities;
  • Led the BCP Upgrade team in promoting, reconstructing, and repairing various border crossing points;
  • Plan, schedule, and coordinate with all the BCP-related government agencies to track progress and gaps and address them;
  • Presenting briefs, reporting bullet points, and tracker updates.

Reporting:

  • Lead the reporting of accurate and timely field reports and other documentation as required;
  • Lead the monitoring and reporting on the progress of Ukrainian BCP upgrades;
  • Support the MEL and grants teams with their deliverables as it relates to BCP upgrades.

About you

  • Bachelor’s degree in Engineering, Logistics, Supply Chain Management or related field;
  • At least 10 years of experience in road, rail, sea, or air operations as it relates to logistics, supply chain management, and/or customs and border checks;
  • At least 5 years of supervisory experience overseeing and/or managing teams for reconstruction and rehabilitation efforts;
  • The ability to prioritize competing tasks, set realistic deadlines, and manage time efficiently;
  • Experience working with USAID or other international development organizations is a plus but not required;
  • Strong networks in the Ukrainian transportation industry;
  • Intimate knowledge of Ukrainian border crossing points is required;
  • Excellent communication and interpersonal skills;
  • Ability to lead a team effectively and harness each team member’s various niche expertise;
  • Experience preparing weekly/quarterly progress reports;
  • Fluent English and Ukrainian are required.

Engineering Document Controller

The Engineer for Document controller will help USAID ERA’s BCP Infrastructure Team by assisting with paperwork, documentation processing, and team coordination. The role of the Engineer for Document controller is important and requires a focus on details and adherence to policies, procedures, and controls. One of the core responsibilities of this position is to oversee and facilitate the flow of documents related to ERA infrastructure projects. The position requires relevant work experience as a coordinator and administrator. The Engineer for Document controller can be located in Lviv and reports to the BCP Infrastructure Manager.

RESPONSIBILITIES:

Work with Design and Construction Subcontracts, Consultancies, Beneficiaries

  • Work in close cooperation and coordination on Infrastructure document exchange with partners;
  • Provide explanations of documentation submission ordering to Subcontractors and Consultancies in accordance with ERA procedures;
  • Control, revise, and ensure submissions’ quality during the whole cycle of Infrastructure projects development, requiring additional documentation if necessary;
  • Schedule site visits, meetings, conference calls, and other infrastructure-related events;
  • General support in the coordination and smooth operation of the ERA Infrastructure Program;

Cooperation with other Teams

  • Work in close cooperation with other Teams regarding project data and contact information collecting, documentation processing, and others;

Documentation maintenance and gathering

  • Maintenance of Submittals Logs related to design, procurement, construction monitoring, and other documents related to ERA infrastructure projects;
  • Log, organize, and archive contact information for the various entities and people involved with ERA infrastructure projects;
  • Maintenance archiving of received Design, Construction and Technical related documents to SharePoint and in TAMIS regularly;

About you

  • Technadzor certification is also acceptable if supported by professional experience consistent with design review, construction supervision, and compliance verification experience.
  • A minimum of ten years of general professional experience is required, with five years of specific experience in construction supervision.
  • Fluent English is required.
  • Experience with international donor-funded projects is preferred.

Contract length: 12-month employment agreement with a possibility of extension.
