USAID Economic Resilience Activity (ERA) work under Emergency and Energy Respons

Russia’s attacks on Ukraine’s energy infrastructure have caused widespread disruptions in energy operations throughout the country that have hurt businesses and industries, exacerbated challenges faced by vulnerable and displaced populations, and complicated the government’s ability to provide critical services. In response, the USAID Economic Resilience Activity (ERA) will provide energy solutions to communities, businesses, and government partners to ensure continued operations, mitigate negative economic impacts and support Ukraine’s export flows.  

Key Objectives and Activities 

ERA’s objective is to rapidly respond to USAID’s Agriculture Resilience Initiative (AGRI) and Border Crossing Point (BCP) partner needs to help them continue operations in the face of uncertainty. ERA’s response to energy equipment requests throughout Ukraine will support critical operations of facilities that serve the basic needs of communities and mitigate factors that trigger migration out of Ukraine.  

ERA’s EER component will:  

Strengthen Ukraine’s Energy Resilience:  

  • Provide backup energy resources and autonomous power stations through procurement of power equipment, including but not limited to diesel and gas generators, battery energy storage systems, and co-generation units. 
  • Support decentralized and alternative energy solutions in communities most impacted by Russia’s attacks, protect critical food security and grain exports, and ensure continued export-oriented border crossing procedures. 

Provide Passive Protection Materials for Civilian Infrastructure:  

  • Provide passive protection materials, such as gabions and floating barriers, to protect civilian infrastructure, including energy facilities at ports and logistics hubs. 

Key Beneficiaries 

ERA will supply energy equipment to more than 20 private agricultural companies, three AGRI government partners, 42 BCPs and related BCP administrative buildings, and more than 22 community recipients across  Ukraine.  

BCP Partners: 

  • State Customs Service of Ukraine 
  • State Agency for Reconstruction and Development (SARDI) 
  • Ukrainian Railways (UZ) 

AGRI Partners: 

  • Agricultural processors and exporters 
  • Businesses involved in sustainable agricultural supply chain development 
  • Export infrastructure and logistics companies, including the Ukrainian Sea Port Authority (USPA) 

Target Communities:  

  • Communities in Lviv, Kharkiv, Mykolaiv, and Odesa Oblasts (in partnership with USAID’s Governance and Local Accountability Activity, HOVERLA); Dnipropetrovsk, Donetsk, Luhansk, and Zaporizhzhia Oblasts (in partnership with USAID’s Democratic Governance East Activity (USAID DG East).  
  • The provided equipment will support continued function of critical public services and food security.
