Procurement under USAID Economic Resilience Activity (ERA)

USAID Economic Resilience Activity (ERA) Plans to Purchase $57 million of Critical Equipment from Market Leading Companies in 2024.

As implementer of USAID ERA, DAI will procure and deliver around $57 million of equipment in 2024 to support infrastructure and logistics expansion in Ukraine’s agriculture sector, bolstering Ukraine’s economy and bringing much-needed grain to the global market.

This includes, but is not limited to, the need for reliable suppliers of wagons and advanced transhipment equipment, such as loaders, generators, telehandlers, and temporary storage solutions, as well as specialized equipment for Border Crossing Control Point upgrades, including scanners, cargo terminal construction materials, and more. Our aim is to build robust infrastructure and support services that strengthen economic resilience.

WHO WE ARE

DAI works on the frontlines of international development with major international donors and governments, tackling fundamental social and economic development problems caused by inefficient markets, ineffective governance, and instability for more than 50 years. Currently, DAI is delivering results that matter in nearly 100 DAI partners with the private and public sector in Ukraine to implement the United States Agency for International Development (USAID) Economic Resilience Activity (ERA) in Ukraine. ERA is one of USAID’s core partners implementing the $250 million Agriculture Resilience Initiative – Ukraine (AGRI-Ukraine) established in 2022 to bolster Ukrainian agricultural exports and alleviate the global food security crisis exacerbated by Russia’s war on the country. Under AGRI-Ukraine, ERA partners with public and private companies to complement and leverage urgently needed grain transportation and transhipment investments.

OUR PROCUREMENT PROCESS

We invite companies to participate in our ongoing Procurement Processes. We follow a transparent, efficient procurement process that adheres to strict ethical standards and ensures fair competition. We select vendors who offer the best value and alignment with project goals. ERA’s procurement process is designed for clarity and accessibility.

The key stages include:

  • Announcement of Tenders: Publication of requirements for goods and services.
  • Pre-Bid Conference: Potential Vendors will have the opportunity to discuss technical questions with our team (case-by-case basis).
  • Submission of Bids: Vendors submit proposals in compliance with tender guidelines.
  • Evaluation of Proposals: Thorough review based on pre-defined criteria.
  • Awarding of Contracts: Successful bidders are notified, and contracts are finalized.
  • Fulfillment and Review: Delivery of goods/services and performance assessment.
